JRF Program aims to provide opportunities to every individual to improve their economic status through access to employment or micro-financing assistance.




JRF Dagdag Puhunang Walang Tubo Loan

A loan granted to an individual micro-entrepreneur in a grouping system for purposes of additional capital, financing or purchase of business-related inputs.

How to Apply

  • Visit JRF Program Office
  • Fill out Assessment Forms
  • Wait for BI/CI (Loan application will be given if BI/CI is approved)
  • Submit filled out forms and complete requirements

Note: All approved applicants will join a group (minimum of 3 members to a maximum of 15 members, co-maker must be a member of a group)

Program Mechanics

A. Group Formation

Approved clients should organize a group with 3 - 15 members. Each group will elect a Team Leader cum Treasurer. They are required to attend weekly meetings or center meetings scheduled per area and 100% attendance is a must.

B. Loan Procedure

a. For first time borrowers (initial loans)

  1. For first time borrowers, the initial loan that may be granted shall be 2,000.00 - 3,000.00

  2. 2,000 loan granted shall be payable over a period of six (6) months starting thirty (30) days from the date the loan is released to the borrower.

  3. 3,000 loan granted and more shall be payable over a period of 6 months starting thirty (30) days from the date the loan is released to the borrower.

  4. Payment of the loan shall be on a weekly basis as agreed upon.

b. For renewal of loans

  1. Borrowers who have fully paid their previous loans in accordance with the terms and conditions of the loan agreement may apply for a renewal of their loan.
  2. Loans may be renewed, but the amount will depend on the capital of the business.
  3. At loan amount of P 100,000.00, clients will start to be independent from financial assistance but still covered by continuous education services, business counselling, monitoring and evaluation.

  4. Renewal amount or ceiling will also depend on the progress of the business.

  5. Delinquent borrowers, regardless of the amount of loan granted, are not allowed a grace period. The due amount will be paid from the savings of the borrower and the co-maker will also be responsible to pay for the said amount.
  6. Accounts remaining outstanding after two (2) due dates shall be subjected to the terms and conditions of the loan contract.
  7. If the borrower cannot pay the total amount of his/her loan within six (6) months without valid reason, the borrower will be in the blacklist record.

C. Payment Procedure

  • Payment shall be in equal instalments of principal and compulsory savings.
  • The payment is collected by the treasurer every week after fifteen (15) days grace period during the group meeting that will be supervised by the JRF supervisors.
  • Loan payments will be received by the treasurer and recorded in the logbook and signed by the payee. The payee will also have a record to be signed by the treasurer.
  • The treasurer will remit the payment directly to the Treasury Office and the saving to the designated bank. The Official Receipt and Savings slip will be photocopied (2 copies). The photocopied O.R. and Savings slip will be submitted to the record division of the JRF Office and the other copy will be for the treasurer’s file. The Official Receipt and Savings slip will be given to the concerned members of the group.
  • JRF Supervisors, or any staff of the JRF Program are not be allowed to collect loans.

D. Sit-Downs

If a client fails to pay during a meeting, the team leader, treasurer, and co-maker together with the JRF Supervisor will talk to the client. The amount payable may can be withdrawn from the client’s savings or the co-borrower must pay for the defaulter as stated in the terms and conditions of the loan contract.

E. Savings Procedure

   a. Savings Program (Compulsary and Voluntary Savings)

  1. Approved clients will open a savings account with a designated bank of the JRF Program.
  2. The savings can be withdrawn in special cases like client’s failure to pay account on due date.
  3. The savings can be withdrawn by the member if needed after (6) months.
  4. Withdrawals must be recorded.
  5. Limited to two (2) withdrawals per cycle of loan.

  • 21-65 yrs old
  • Must undergo entrepreneurial education and trainings from approve training institutions of the JRF Program
  • Must follow a savings program
  • Co-maker must be a member of the group
  • No delinquent account with any lending institution
  • Must abide by the policies and guidelines set by the JRF Program

Monitoring of Business Operations

The Joint Resources Financing Management Team conduct assessment to group of clients per area and facilitates a survey based on the service satisfaction offered by the JRF. The program implementation and its success has been monitored by the management team under the semi-annual Dalaw Negosyo ( Business Visitation for Assessment Purposes) , the Kumusta Na Ang Inyong Negosyo (Hello, MuntiPrenuers) 2016” and a yearly evaluation of Clients alleviated from poverty threshold. (2014-2015)

Education and Trainings

The Joint Resources Financing Management Team also extends trainings and education where these group of low income entrepreneurs are encouraged to attend continuous entrepreneurial education, business management and values formation seminars in order to improve their skills and successfully manage their small business and become responsible entrepreneurs.

Business Counselling and Mentoring

The Joint Resources Financing Management Team intensifies the practices of honesty, discipline, diligence and dynamism to enable growth of their business, thus business mentoring and counseling are part of the program activities given to the clients to judiciously manage their finances in order to help them improve their lives and indirectly uplifting closer family ties and cooperation in the management of their business venture.

Business Opportunities and Promotion

The Joint Resources Financing Management Team able to build bridges for client’s businesses, the Joint Resource Financing Program entails into linkages/ tie-up with different sectors from private companies, national agencies and non government offices. This gave birth to the founding of Hot ‘Ah Muntinlupa JRF Foodpreneurs. The clients have been organized to form an association that will work for food exhibit program in the city.
